Change in Terms – For the better?

I was notified today that as of November 6th, Discover Card will no longer be charging a foreign transaction fee. Their fee had previously been 2% of the purchase amount. I’m still a bit unclear where Discover thought that their customers were racking up these foreign transaction fees, as the card is generally not accepted overseas.
For my part, I’ll stick with a Capital One Visa (who has never charged a foreign transaction fee) when traveling abroad. It sure would be nice, though, if they offered a CHIP’d card to US customers.
